According to Foot Mercato, Everton have earmarked Iliman Ndiaye as their priority target this window as Sean Dyche targets an attacking signing. Marseille might be happy to negotiate with the Toffees, as the report suggests an offer has already been made.

Everton will step up their transfer business once they are clear of the PSR problems surrounding the club ahead of the June 30 deadline. The Toffees were docked points last season after failing to meet their financial obligations. Yet, they survived the relegation battle with ease.
In the summer, they will want to strengthen the side and aim to rise into becoming a mid-table club again. They have now earmarked a new striker as a priority signing and consider former Sheffield United star Iliman Ndiaye as their key target. The 24-year-old attacker plays with Marseille but could be allowed to leave the Ligue 1 giants after an underwhelming season.
Everton were keen on him around January, and may have even tried to sign him from Sheffield Untied last summer. Ndiaye wanted to make a dream move to Marseille and succeeded in his quest. But after a below-par campaign, he somewhat fell out with the fans.
Everton see this as an opportunity to rekindle their interest and may have already made an offer to test Marseille’s resolve. The details of the said proposal remain unclear at this point, but there might be no negotiations that will determine whether the Toffees have a chance, and if the player wishes to swap Marseille for a place in Dyche’s squad.
Everton will have to sell first
While Ndiaye’s pursuit may not fill their fans with optimism, they are in for further disappointment as Everton will have to sell one of their notable names to balance with the PSR obligations before the June 30 deadline. Jarrad Branthwaite remains one of those sellable assets, with Manchester United already failing with a bid for the defender.
Arsenal-linked Amadou Onana is another player, although wider suggestions point out that their financial issues are smaller than perceived. This means that Everton may only need to make one big sale to balance their act rather than sell a host of names in one window.
