Ian Maatsen has reportedly agreed on personal terms with Borussia Dortmund as he only wants to join the Bundesliga giants.
According to Patrick Berger, Borussia Dortmund have managed to reach an agreement on personal terms with January target Ian Maatsen. The 21-year-old Chelsea utility man could leave Stamford Bridge with the Blues laying down their conditions to do business.

Borussia Dortmund are eager to get some good transfer business done in January and are increasingly looking at the Premier League for solutions. The Bundesliga giants have identified a few key positions for this month and have already accelerated their pursuit of key targets.
They are advancing in the efforts to re-sign Jadon Sancho from Manchester United and have also set their sights on 21-year-old Chelsea utility man Ian Maatsen. The Dutchman could leave Stamford Bridge this month for the right deal, with Dortmund only capable of offering a loan agreement.
Dortmund have held talks with Chelsea for Maatsen recently, but they are not in a position to pay the £30 million asking price. The Blues have no intention of letting the 21-year-old leave on loan and would prefer a sale of the versatile star.
Maatsen has not agreed on personal terms with Dortmund, but any deal will depend on Chelsea’s approval. The Blues are reportedly open to a loan if it comes with a mandatory buy option in the summer. They are keen to raise funds through sales of their homegrown stars, with the Dutchman at the top of their list.
Chelsea open to selling homegrown stars
Chelsea have an abundance of homegrown talents that they might look to sell in the current window. They are reportedly open to letting go of Conor Gallagher, but the midfielder might prefer to stay at least until the summer, while he’s also a crucial part of their squad.
Then there are fringe stars like Maatsen, for whom Chelsea accepted a £30 million bid from Burnley in the summer, only for the player to reject the move. He is not open to leaving as he entered the final 18 months of his current deal.
Trevoh Chalobah is another one of their homegrown talents that Chelsea are eager to cash in. The Blues are keen to balance their books for FFP, which could then let them make moves in the transfer market, as they have plenty of requirements to strengthen their squad.
