Indian football has been regularly in the news this year for quite a few reasons. The I-League is set for a spectacular finish, while IMG-Rai??i??s proposed Indian Super League has made it into the news too, for both the right and wrong reasons. The Santosh Trophy was in the back pages of most of the national print publications, with songs of Mizoramai??i??s success being sung all around. In midst of all the hullabaloo surrounding different events related to the domestic game, the ongoing 2nd Division League has, unfortunately, received minimal interest from the countryai??i??s domestic football observers. Indiaai??i??s second tier football league has moved into the second leg of its final round, with five clubs in the hunt for a single I-League promotion place. However, as witnessed in the last few seasons, the 2nd Division League continues to be run in a shoddy manner over a two-month period. This time around, fewer clubs have bothered to take part in the event, with rising participation costs and only a single promotion spot available.
Hundreds of football clubs across the country dream of playing in the I-League. Some of them spend significant amounts of money to try and achieve their dreams, despite the knowledge that there would be minimal returns for them financially. However, the current structure of the 2nd Division League doesnai??i??t necessarily allow the best sides to progress to the top flight. Played across two months in over as many rounds, thereai??i??s little doubt that Indiaai??i??s second-tier league competition is run in an unprofessional manner. A short run of poor form can cost a strong team heavily, just as Royal Wahingdoh found out last season, while even short-term injuries to key players could have a significant negative impact on the team. The format of this league is such that the weaker sides hold very bright chances of making it into the top flight. While some may argue that it is only fair to give the smaller sides a better chance of making it past the 2nd tier, the competition doesnai??i??t always do justice to the year-long hard work of most of the clubs. Moreover, weak side making it into the I-League only depletes the quality of the latter. Then there also lies the issue of fixing games. In a shorter season, there is always scope for certain parties to involve in fraudulent activities. Gauhati Town Club have gone to oblivion after the infamous match-fixing incident of 2012, while both Bhawanipore and Eagles FC have both claimed to be victims of match-fixing during the last season (Bhawanipore) and the ongoing one (Eagles).
This season, there has been a significant drop in the quality of the 2nd Division League. Many clubs pulled out from the tournament because of the added participation costs this time around. With AIFF set to add more corporate sides into the top-flight next season following Bengaluru FCai??i??s success this season, only a single promotion spot has been made available, which has further deterred prospective participants. With only 5 teams playing in the final round this term, even a small mistake could prove to be costly. Royal Wahingdoh have arguably the strongest squad in the tournament this season, and have invested considerable resources in youth development. The likes of Wahingdoh will only further strengthen the I-League. However, having played out three draws in the first leg of the final round, they may still miss out on top flight football next season. Critics will blame Wahingdoh for their inability to convert draws to wins, but when one looks at the format of the competition, it is just impossible for a club to peak during the two months and play their best football, especially since they havenai??i??t been playing top level football for the past few months.
AIFFai??i??s step-motherly approach towards the 2nd Division League has meant that the Indian footballing structure remains weak as ever. The I-League has been on the upsurge recently, but it is backed up by an extremely weak 2nd tier league. If the countryai??i??s football administrators remain serious about strengthening Indian football, it is important to take drastic measures with regards to the 2nd division. Today it is a necessity to turn the league into a season-long competition, with it running in sync with the I-League. This may be a bit of a costly affair; and to achieve this season-long league, the AIFF will have to shield the clubs from high costs, by partly sponsoring their travelling and staying expenses. Moreover, high participation fees must be done away with. The AIFF must learn to make better use of the IMG-R money. 65 lakhs of Indian currency can be better spent in running a strong 2nd Division League, than in sponsoring Praful Patelai??i??s voracious appetite during AIFF meetings. Most of the 2nd Division clubs run on low budgets, and it is extremely important that the AIFF provides them the necessary financial protection in order to take part in a lengthier competition. Clubs like Garhwal FC, PIFA, Aizawl FC, Royal Wahingdoh and many other clubs at this level run impressive youth programs. Their behavior in this regard has been exemplary. With AIFF making it tougher for them to qualify for the I-League, what motivation will they have to keep investing in these programs in the long run?
A longer season will not only take the most deserving side into the I-League, it will also serve as a major platform for professional footballers from regions bereft of the I-League. Moreover, a longer season will substantially negate the chances of match-fixing. The competition should serve a wider cause than to just pick out a club or two to play in the top flight. The 2nd Division League was supposed to provide a strong backbone to the I-League, but AIFFai??i??s approach to this competition in recent years has been apathetic. This season, the route to the I-League has been made tougher for the participating clubs. While the AIFFai??i??s preference for corporate sides is understandable, its handling of the 2nd Division League is a strong deterrent for the clubs across the country from holding top flight aspirations. If drastic measures are not taken in the coming seasons, there would come a point of time when quite a few football clubs across the country would throw in the towel.
