Real Madrid and Atletico Madrid will be able to conduct business in the upcoming summer transfer window as FIFA temporarily suspends the sanctions earlier imposed on the two clubs due to alleged irregularities regarding the transfer of under-age footballers.
However, the two clubs from Madrid could face a tricky situation should they lose the appeal before the start of the summer transfer window in which case the ban would come into action immediately.

Real Madrid and Atletico could still be barred from the summer transfer window
As reported by ESPN, Real Madrid and Atletico Madrid are eligible to conduct business in the transfer window as long as their appeal is being discussed by the relevant authorities. The transfer ban will therefore come immediately into action should the clubs lose their appeal against the sanctions imposed by FIFA.
This means that both Real Madrid and Atletico Madrid could still be barred from the upcoming summer transfer window should FIFA come to a conclusion before its commencement. Hence, it will be in the interest of the two clubs to delay the proceedings in order to safely conduct their business this summer.
