Liverpool FC and Tottenham have been cleared to sign Dnipro winger Yehven Konoplyanka after he confirmed he is prioritising a move to England.
Dniproa s chief executive Andriy Rusol had earlier said that several clubs are interested in the 25-year-old, who has been a Liverpool FC transfer target since January 2014 when the player nearly moved to Anfield only for Dnipro to not sanction the deal in last minute.
It was widely reported earlier in England that both, Tottenham and Stoke were interested in bringing the winger to the Premier League with Liverpool FC dropping interest in the player.

The player himself confirmed that he prefers a move to England rather than Spain, where Europa League winners Seville are said to be interested in acquiring his services.
Konoplyanka said: “My priority is to play in England. There is where I want to continue my career and I am going to do it. The clubs may meet with Dnipro, but I can only say what I am doing.”
Yevhen Konoplyanka has scored 8 goals in 43 appearances for Ukraine, including a stunning long-range strike in 1-1 draw against England at Wembley in a World Cup qualifier in 2012.
He has scored 37 times in 171 games in eight seasons of service at Dnipro and was a key player on their way to the Europa League final this season.
Konoplyanka will have to lower his wage demands of A?100000 a week should he want a Premier League move, with Liverpool FC seemingly dropping interest in the winger.
