TheHardTackle, in the backdrop of AIFF ‘s 75th birthday, examines where the AIFF has gone wrong and what are the issues faced by football’s governing body in India.
Three quarters of a century from today, the Army Headquarters at Shimla bore witness to an important event in the history of Indian football. The representatives of the football governing bodies of six different provinces of the country met at this picturesque North Indian city, to form the All India Football Federation after months of negotiations. Headed by Brigadier VHB Mejendine, the AIFFai??i??s role was to govern the game throughout the country, and in the process, help in its growth. The AIFF had to wait for eleven years, however, to gain affiliation from the international football governing body FIFA.
Today, as Indiaai??i??s supreme football body celebrates its 75th birthday, the shoddy state of affairs in Indian football goes on to reflect a lot of what the AIFF have done for the sport during the last seven and half decades. Perhaps, not much!.
Although it would be unfair to lay all the blame on AIFF, Indiaai??i??s football governing body have done little to escape much of this blame being directed their way. From being one the dominant nations in the continent during the first couple of decades since its independence, India, during the last 40 years, have tragically plummeted down the footballing ladder. The rise in the popularity of cricket in the country may be one of the reasons why the growth of football in India has remained confined to pockets. However, it may well have been a different story had the AIFF got its act together.
Poor management
Over the years, mismanagement has been a coherent trait of the AIFF. From premature sackings of national team managers, the most notable being that of Bob Houghton, to failing to find broadcasters on quite a few occasions for televising I-League games and those of the national team, Indiaai??i??s football administrators have made several blunders in recent times. Poor management of football affairs in the country has had calamitous effects on the development of the game in India. It is high time that the AIFF pulled up their sleeves and corrected their mistakes.
Failure to galvanize domestic league structure
When the AIFF renamed the National Football League as the I-League in 2007, with a view of commercially exposing Indiaai??i??s top division club football, there arose a need to restructure the league in order to ensure nationwide participation in it. Five years hence, AIFF have had little success in its endeavor, with a majority of Indiaai??i??s top division clubs still being concentrated in Kolkata and Goa. Moreover, Indiaai??i??s second division format is amateurish, to say the least. Played over a couple of rounds, within a period of two months, any top club pegged down by short-term injuries to its players would be major sufferers. It is now a necessity to revamp the second division of the I-League in order to ensure that the best teams get the chance of plying their trade in the I-League.
This year, the I-League clubs voiced their disagreements with the AIFF over revenue-sharing. A top division club in India spends crores of money during a single season. However, since the revenue generated from the games throughout the season goes to the AIFF alone, almost all the clubs end up suffering huge losses. This scares away most of the investors from plunging into an I-League club. If the AIFF are honest about injecting professionalism into the I-League, they must start off by sharing their pie with the top division clubs.
Lack of infrastructural improvements
Indian football has always suffered from the absence of quality infrastructure for the sport in the country. Lack of world-class stadia, training facilities, youth development programmes, etc. have pegged the nation back in the football field. In fact, had it not been for the Commonwealth Games being hosted in Delhi, the national team would still have been playing most of its competitive fixtures in the Ambedkar Stadium, which doesnai??i??t have a decent drainage system, as was witnessed during the home leg of Indiaai??i??s 2014 World Cup qualifier against UAE.
Moreover, the AIFF have done very little for the development of young footballers during the past half a century. One cannot imagine what would have happened to football in India had the Tata Football Academy not existed. Until recently, most of the top footballers in the country have graduated from the Tata Football Academy. A majority of the players in the Indian national team during the last 10-15 years were TFA products. Even today, the TFA produces some of the best talents in the country. As it is not commercially viable for all the top football clubs in the country to set up world-class facilities for grooming the youth, the AIFF must step in to make sure that the young talents, in the various parts of the country, are not wasted.
Where are the women?
It is no secret that womenai??i??s football in India is treated as a poor relation to the menai??i??s game. Since the Womenai??i??s Football Federation of India (WFFI) was absorbed into the AIFF in 1990, the AIFF have done extremely little to help improve the sad state of affairs in womenai??i??s football in the country. Although, the India Womenai??i??s Football Championship was initiated in1991 to encourage competition among various state teams, little has improved during the last couple of decades. In fact, AIFFai??i??s continued apathy towards the womenai??i??s national team had a disastrous effect on the latter in June 2009. After the absence of the Indian eves from competitive action for eighteen months, FIFA had no option but to delist the Indian womenai??i??s side.
Although the Indian media can take a share of the blame for the shabby state of womenai??i??s football in the country, AIFF cannot run away from the fact that they have been the supreme culprits in the stagnation of football among the women in the country. With important football hubs like Manipur, Kolkata, Mumbai, etc. holding womenai??i??s football leagues in recent times, there is still hope for the ladies. Whether the AIFF can help turn this hope into reality will be something to watch out in the future.
With India aiming to do well in the international fold in the near future, and with a billion Indians hoping that the country makes it into the FIFA World Cup, the AIFF must act as a catalyst in the football movement in India. For the sleeping giant to wake up from its slumber, AIFF will have to take crucial steps in the coming years. Hopefully, when Indian footballai??i??s governing body completes a century of its existence 25 years hence, we can look back at their work and applaud.
